The Punjab government has taken drastic measures to combat the severe air pollution plaguing Lahore, one of the world's most polluted cities. On Wednesday, the government imposed a "green lockdown" in designated smog hotspots across the city, restricting various activities to reduce pollution levels.
Background of the Crisis
Lahore's smog crisis is a result of a combination of factors, including agricultural burning, industrial emissions, and geographic location. The city's proximity to the Indian border and surrounding mountains traps pollutants, exacerbating the issue. The Air Quality Index (AQI) often exceeds 500, posing serious health risks to citizens.
Measures to Mitigate Crises
The introduction of 30 electric buses and e-bikes in Lahore has been announced to reduce pollution. The Punjab Safe Cities Authority is also issuing daily e-challans to vehicles emitting excessive smoke and taking action against individuals involved in waste burning. To address the crisis, the Punjab government has announced the following measures:
- Restrictions on construction activities within a 1-kilometer radius of Shimla Hill
- Ban on commercial generators and Qingqi motorcycle-rickshaws
- Prohibition on open barbecue activities after 8 pm
- Closure of marriage halls by 10 pm
- Work-from-home policy for half of office employees
- Environmental enforcement, including fines and impoundments for pollution violations
Smog Hotspots In Lahore
Eleven areas in Lahore have been identified as smog hotspots, with Shimla Hill being the most affected. The restricted areas include major roads such as:
- Davis Road
- Egerton Road
- Durand Road
- Kashmir Road
- Abbott Road
- Empress Road
- Queen Mary Road
Long-term Plans
The government plans to establish a "green ring" around the city using modern technology as part of the Lahore Green Master Plan. This initiative includes:
- Planting trees to reduce carbon emissions and increase oxygen levels
- Afforestation in industrial areas
- Collaboration with industries, educational institutions, and students for a "Green Force"
Criticism and Concerns
Air quality experts have criticized the measures as insufficient and poorly planned, arguing they are unlikely to have a measurable impact on reducing air pollution.
Regional Cooperation
Punjab Chief Minister Maryam Nawaz Sharif has emphasized the need for joint efforts with Indian Punjab to address the smog crisis, citing the humanitarian aspect and the need for cross-border cooperation.
Crackdown on Polluters
The government has sealed two factories and imposed fines totaling Rs 200,000. Additionally, three brick kilns and four plastic melting plants were demolished, and several food outlets in Model Town were sealed due to excessive smoke emissions.
